What is the land's official classification?
This is shown on the Caderneta Predial (tax certificate) or the PDM (local zoning plan). "Solo urbano" is good for building; "solo rústico" is usually restricted.

Is the land inside the RAN (Reserva Agrícola Nacional)?
The RAN is Portugal's agricultural protection zone. Building on RAN land requires rare special exemptions. Check using the SNCZI viewer or your câmara municipal.

Is the land inside the REN (Reserva Ecológica Nacional)?
The REN protects ecologically sensitive areas — coastal zones, floodplains, slopes, aquifer recharge areas. Similar to RAN but focused on ecology. Check with SNIRH or your câmara.

Does the local PDM (Plano Director Municipal) allow residential construction?
The PDM is the municipal zoning plan. Even urban land may have restrictions on type, height, or density. Get the "informação urbanística" from your câmara — it's free and definitive.

Are there existing structures on the plot?
Existing buildings — even ruins — can carry legal weight. A ruin can sometimes be reconstructed even on restricted land if it predates restrictions. But unauthorised construction is a red flag.

What is the approximate size of the plot?
Minimum plot sizes apply for construction permits. Urban plots typically need at least 200–400m² for a dwelling. Rustic plots often require 4,000m²+ with a farmhouse justification.
